The inn headquarters were where privileged nobles stayed, of which the Kusatsu Inn Headquarters is a prime example. The construction is a typical example for this type of facility, and it is the only one remaining in such near-perfect condition along the Tokaido Road. 草津市立水生植物公園水之森是一處三面環湖、視野開闊的公園。背靠比良山、比叡山，可從不同角度欣賞變換多姿的琵琶湖，極具浪漫風情。這裡還有觀賞各種水生植物的特色設施，是一所四季繁華錦繡的美麗公園。旁邊琵琶湖畔，有一塊在全日本也屈指可數的蓮花群生地。

博物館以湖為主題，為日本最大規模，有淡水專業水族館等各類展示。水族館設施以當地珍稀淡水魚類為主，除了琵琶湖的全部固有魚種外，還展示日本國內外的淡水魚。
