The inn headquarters were where privileged nobles stayed, of which the Kusatsu Inn Headquarters is a prime example. The construction is a typical example for this type of facility, and it is the only one remaining in such near-perfect condition along the Tokaido Road. 草津市立水生植物公园水之森是一处三面环湖、视野开阔的公园。背靠比良、比叡山，可从不同角度欣赏变幻多姿的琵琶湖，极具浪漫风情。这里还有观赏各种水生植物的特色设施，是一所四季繁花锦绣的美丽公园。旁边琵琶湖畔，有一块在全日本也屈指可数的花莲群生地。

博物馆以湖为主题，规模居日本最大，有淡水专业水族馆等各类展示。水族馆设施以当地珍稀淡水鱼类为中心，除了琵琶湖的全部固有鱼种外，还展示日本国内外的淡水鱼。
